A lex Gabinia (probably of the tribune A. Gabinius, 67 BC) that barred provincials and their cities from contracting loans at Rome and barred Roman courts from enforcing such bonds; the Salaminians needed special senatorial decrees to borrow from Brutus's agents around it.
