The decemviri agris dandis adsignandis iudicandis, the ten-man board Rullus's bill would create to buy, sell, assign land and adjudicate title across the empire for five years. Cicero treats them throughout as ten would-be kings; this surviving portion is from the first speech, delivered to the Senate on 1 January 63 BC.
