The full formal salutation: "Marcus Cicero sends greetings to Quintus Valerius, son of Quintus, Orca, legate with propraetorian power." Q. Valerius Orca was one of Caesar's officers, appointed to oversee the distribution of land confiscated from communities in Italy that had backed Pompey; his commission directly threatened Volaterrae.
