The Cimbri (a Germanic/Celtic people defeated by Marius in 101 BC) and the Celtiberians of Spain are cited as warlike barbarians fierce in battle but unable to bear sickness with composure. Cicero's point is that endurance not grounded in reason is inconsistent.
