The Transpadanes (communities of Cisalpine Gaul north of the Po) held only Latin rights; Caesar favoured giving them full citizenship, which would entail their towns electing the quattuorviri (boards of four) typical of Roman municipia. The rumour touched a flashpoint between Caesar and the Senate.
