The land and people of the Medes in north-western Iran, often coupled with the Persians in Greek thought. Cicero cites Herodotus's account of the Medes' establishing of kings for the sake of justice.

Cicero alludes to Herodotus's story (Histories 1.96-100) that the Medes set up Deioces as their first king because of his reputation for justice. The example grounds his claim that kingship arose to secure justice.
