The corpus of laws carried by the tribunates of Tiberius Gracchus (133 BC) and especially Gaius Gracchus (123–122 BC) — among them the prohibition on putting a Roman citizen to death without the people's authorisation. Verres's execution of citizens at Messana is arraigned as a breach of this Sempronian guarantee (In Verrem 2.5).
